Skilled Worker Selection Program (PSTQ) - Stream 3: Regulated professions
Arrima stream for people whose job is a regulated profession in Quebec (nurses, engineers, teachers and similar). The applicant must hold a licence or proof of recognition from the Quebec regulatory body within one year of the invitation. French depends on the job's TEER category.

Requirements
- OccupationMain occupation on the ministry's List of Regulated Professions (full or partial regulation) and intention to practise the regulated activity. ↗ quebec.ca
- RecognitionLicence to practise, or proof of partial or full recognition of training dated within 5 years, from the Quebec regulatory authority. You have one year after the invitation to obtain it. ↗ quebec.ca
- LanguageTEER 0-2 jobs: oral French 7 and written 5. TEER 3-5 jobs: oral French 5. Accompanying spouse: oral level 4. ↗ quebec.ca
- GeneralAge 18 or older; intend to settle in Quebec for a job (not with a business you control); sign a financial self-sufficiency contract covering three months; obtain the attestation of learning of democratic and Quebec values. ↗ quebec.ca
How candidates are selected
Expression of interest in Arrima; the ministry invites by profession and score. Rounds in 2026 favoured priority-sector professions and people staying in Quebec.
Location requirement: must intend to settle in Quebec; recent rounds only invited people already staying in Quebec
Processing: Quebec publishes no fixed processing time for the CSQ step on the pages checked; the ministry dropped its six-month commitment for PEQ files received during the 2026 intake. After the CSQ, a federal PR application follows.
