Skilled Worker Selection Program (PSTQ) - Stream 2: Intermediate and manual skills
Points-ranked Arrima stream for TEER 3, 4 and 5 occupations. It needs oral French 5 only, but 2 years of work including 1 year in Quebec. Invitations have been aimed at people already in Quebec and at priority sectors.

Requirements
- OccupationMain occupation in FEER/TEER category 3, 4 or 5 with no licence needed in Quebec (otherwise Stream 3). ↗ quebec.ca
- Work experienceAt least 2 years of full-time (or equivalent) paid work in the main occupation in the last 5 years, including at least 1 year in Quebec. Experience outside Quebec counts for up to 1 year. ↗ quebec.ca
- EducationAt least a secondary diploma or a one-year full-time vocational/college program; Quebec diplomas need 600 hours (secondary), 900 hours (college) or 30 credits (university). ↗ quebec.ca

How candidates are selected
Expression of interest in Arrima; the ministry filters by stream and priority criteria and invites top scorers. No Stream 2 round was held in May 2026; rounds ran Jan-Apr and again from June 2026.
Location requirement: must intend to settle in Quebec; recent rounds only invited people already staying in Quebec
Processing: Quebec publishes no fixed processing time for the CSQ step on the pages checked; the ministry dropped its six-month commitment for PEQ files received during the 2026 intake. After the CSQ, a federal PR application follows.
