NLPNP International Entrepreneur
Newfoundland and Labrador's business category for people who will invest in and run an NL business. It needs an exploratory visit before applying, a business plan with verified financials, and creation of at least one job for a Canadian citizen or permanent resident. A separate International Graduate Entrepreneur category exists for local graduates already running a business.
Who it suits
- Business owners or senior managers able to invest at least $200,000 CAD (33.3% ownership) or $1 million CAD in equity in an NL business
- Memorial University or College of the North Atlantic graduates already running an NL business (International Graduate Entrepreneur category)
Requirements

- ExperienceTwo or more years owning and managing a business (25%+ ownership) in the last 5 years, or 5+ years in senior management in the last 10 years. ↗ gov.nl.ca
- LanguageCLB 5 or higher in English or French. ↗ gov.nl.ca
- EducationCanadian high school diploma or equivalent, verified by an ECA done within the last 5 years. ↗ gov.nl.ca
- VisitExploratory visit to NL required before the application if living outside the province. ↗ gov.nl.ca
- JobsCreate at least one full-time job for a Canadian citizen or permanent resident, not filled by a family member. ↗ gov.nl.ca

- GradInternational Graduate Entrepreneur: degree or diploma of at least 2 full-time years completed within the last 2 years from Memorial University or College of the North Atlantic; own and actively manage a local business (33.3%+) for one full year; CLB 7; valid post-graduation work permit. ↗ gov.nl.ca
How candidates are selected
EOI then Invitation to Apply, via the same EOI model; business applications also require a business plan review.
Location requirement: Must run an NL business and settle in NL; exploratory visit required.
Processing: After an invitation the candidate has 30 days to submit a complete application. The province says it has no standard NLPNP processing times. A nomination certificate is valid for 6 months. IRCC processing for the federal stage is in IRCC's tool.
