Home Care Worker Immigration Pilots (Child Care and Home Support)
Two five-year pilots (2025-2030), one for child care and one for home support, that give PR to caregivers with a permanent job offer and no points ranking. Both streams are now closed to new applicants, so this page is only useful for people already in the queue.

Requirements
- StatusBoth streams (workers in Canada, applicants not working in Canada) are closed while IRCC processes existing applications. Applications received to date continue to be processed. ↗ canada.ca
- LanguageCLB/NCLC 4 in all four abilities, results under 2 years old (CELPIP-General, IELTS General Training, PTE Core, TEF Canada, TCF Canada). ↗ canada.ca
- Work experienceEither 6 months of continuous, full-time (30+ hours a week) paid work in the past 3 years in an eligible occupation (child care: NOC 44100 or 42202; home support: NOC 44101 or 33102), or a completed relevant in-person post-secondary training credential of at least 6 months (15+ hours a week) within the past 2 years. Self-employment, student work and foster parenting do not count. ↗ canada.ca
- EducationEducation equal to a Canadian high school diploma or higher. ↗ canada.ca
- Job offerPermanent (no end date) job offer of at least 30 hours a week as a home child care provider (NOC 44100) or home support worker (NOC 44101), paying at least the Job Bank median wage for the province. Employer can be a private household or a business or non-profit that directly hires and pays the worker; agencies and family members do not qualify. ↗ canada.ca
- Settlement fundsOnly the stream for applicants not working in Canada needs proof of funds: CAD 15,263 (1 person), 19,001 (2), 23,360 (3), 28,362 (4), 32,168 (5), 36,280 (6), 40,392 (7), plus 4,112 per extra person. ↗ canada.ca
How candidates are selected
No points. Eligible applicants in the capped intake (2,750 applications per pilot per year, now closed) are processed within the annual Levels Plan.
Location requirement: must intend to live and work outside Quebec
Processing: IRCC forward-looking estimate for caregiver applications (updated 2026-09-03): about 77 months, about 36,900 people waiting. This figure covers the caregiver queue as reported by IRCC.
